The Day We Started
In 1979, a small but ambitious law firm was established in the Vier- und Marschlande region of Hamburg Germany by a passionate attorney named Bernhard Müller. The firm quickly gained recognition for its dedication to providing high-quality legal services to local businesses and families.
As the years passed, Gerhard Müller’s reputation grew, and so did his vision for the firm. In 2001, he made the bold decision to relocate the practice to Hamburg, a thriving metropolis and hub for commerce and innovation. The move marked a new chapter, allowing the firm to expand its reach and serve a broader clientele while staying true to its roots of trust, integrity, and personalized service.

Building on its success in Hamburg, the law firm began exploring opportunities for international expansion. Recognizing the growing demand for legal expertise in the global market, Bernhard Müller spearheaded an ambitious plan to establish a presence in the United States.
In 2010, the firm officially opened its first office in the USA, strategically located to cater to both corporate clients and individuals navigating complex legal systems. The expansion was driven by the firm’s commitment to offering seamless cross-border legal solutions and strengthening its position as a global legal partner.
This step marked a significant milestone in the firm’s history, solidifying its reputation as a versatile and forward-thinking law practice. Today, with offices in both Hamburg and the USA, the firm continues to provide expert counsel to clients worldwide, maintaining the legacy of excellence that began in the Vier- und Marschlande.

In 2023-24, Nami Shams took over the law firm, including its entire client portfolio, and initiated a transformative restructuring process. With a new base in Zurich, Shams strategically decided to dissolve the firm’s operations in both Germany and Switzerland.
This bold move shifted the firm’s focus entirely to serving clients from Europe through its offices in the United Arab Emirates and California. By consolidating its operations, the firm streamlined its services to provide specialized legal support for international clients in these key regions.
The official headquarters of the law firm is now located in UAE , marking a new era of growth and global outreach while maintaining its dedication to excellence and innovation in legal practice.

ICSL LEGAL
Since the restructuring, the law firm rebranded itself as ICSL LEGAL LLC in UAE Business Bay and ICSL FZE in UAE , with an additional office in Sherman Oaks, Los Angeles. This marked a complete shift of all business operations to the United Arab Emirates and the United States, while all activities in Europe were officially discontinued.
Today, the firm serves more than 700 clients worldwide, with Nami Shams personally overseeing all client relationships. This strategic move allowed the firm to focus on delivering tailored legal services in its new core markets, strengthening its presence in the VAE and California, and positioning itself as a leading global legal consultancy.
